PA Cigarette Tax Increase

Dear Valued Cooper-Booth Customer,

As some of you may be aware Pennsylvania State Governor, Tom Wolf, recently signed a $1.3 billion revenue package into law that includes a $1 per-pack tax increase on cigarettes as well as the first ever tax on other tobacco products (OTP). We at Cooper-Booth understand that this recent development will generate some concerns from your customer base that may impact your overall business. To ensure we comply with all of the guidelines, we will continue to keep you informed as to what you will need to do in the coming weeks to also comply with the guidelines of this tax increase. Below is some important information that will help answer some of your initial questions regarding the increase.

Q: When does this take effect?
A:  The cigarette price increase goes into effect on August 1, 2016. All products delivered on or after August 1, 2016 will be invoiced at the new cost.

      New taxes on OTP products will go into effect later this year. Please see the chart below, highlighting effective dates by category.

Q:  Will there be a Floor-Tax on cigarettes or OTP?
A:  Historically, there has been a floor tax when the Commonwealth has raised the tax rate in the past; however, we have not yet received any official communication from the Commonwealth in regards to this latest increase. Once we receive more information on this, updates will be published here on our website (, under the News section.

Q:  When will I receive updated state minimum sheet?
A:  It is our goal to provide you with this information as soon as possible. Once the Commonwealth of Pennsylvania releases their final guidelines, you will received an updated State Minimum Sheet via email.
